ACC R-3 Program

The Air Combat Command, Range Residue Removal Program (R-3) 

            The Range Residue Removal Program (R-3) is one of several initiatives by the Air Force to develop and maintain sustainable ranges for use in the training activities of the Air Combat Command and the Air Guard. This contract vehicle is used for managing and disposing of waste, scrap, and UXO/OE associated debris that accumulates on the active training ranges, as well as for minor construction on the ranges. It is one part of a much larger oversight of ranges by the Air Force in response to increasing pressures on training sites that have occurred as US population increases, and growth in various forms encroach on the safe use of the ranges. Under the R-3 contract, BSE crews are engaged in safe and environmentally sensitive demilitarization, sorting, and recycling of range scrap, UXO/OE waste, and other debris that accumulates on the primary training ranges throughout the country. Awarded in 1999, BSE has to date safely and successfully removed and recycled over 30,000,000 lbs of scrap steel, copper, aluminum, and miscellaneous scrap from the active ranges. This contract has earned “outstanding” and “excellent” CPAR reviews.  The contract is also accessible by the Navy, Army and the Marines.
